That is because most of us are/were using the MS IIS SMT Virtual server as a general relay. Using ORF stops this. I finally had the time to test and setup ORF on my backup MX and it had cut down the load tremendously. I have it set to reject non-known addresses via creating a list of local e-mails including aliases and importing that into ORF.
