Because all users has mail.netwood.net (Imail) as their incoming/outgoing servers in their Outlook. I can't do SMTP AUTH on IMGate to authenticate users on Imail. Imail sends out all mail through Imgate and recieves mail from IMGate but Imail must be able to receive mail directly so it can send out mail for authenticated users.
I can change the border router to only send packets on port 25 to Imgate but according to Len, Imgate can't just forward those packets since it's not an smtp proxy server.
