and so it's not your problem to fix. they are broken.

They are confused.  They may not run VRFY, but SAV/RAV uses RCPT TO:, so 
how can they not allow that command??

you didn't show any SAV/RAV reject log lines.

I have one IMGate site under contract that SAV was failing for one 
sender.domain, but the sender.domain's MX was accepting mail to the same 
recipients that our SAV couldn't verify when those recipients tried to send 
to us.

The problem was their MX refused all mail from <postmaster>  :))  and guess 
what SAV's default sender is?
