ODbL licensed data can be imported into OSM (http://wiki.osmfoundation.org/wiki/License#Can_third-party_ODbL-licenses_data_be_imported.3F). There are some advantages to terms which would allow the data to remain if the license were to be changed in the future, but this is not required.

As a matter of principle for publicly funded data I recommend PDDL, CC0 or another license which places no requirements on the user of the data.
