This is why I created this list in the first place, to help those on
the path to importing get a sense of the issues they'd face and
provide guidance.

The issues we had with the last license change were dramatic and
traumatic for much of the project, and so it'd be nice to avoid that
if possible.

The best solution to municipal data, in my opinion, is the CC0
license, which is essentially Public Domain, but clearly spelled out.
The license is made by a big name, Creative Commons, and they have
spent a lot of time making sure that CC0 is as close to Public Domain
as is legally possible. The license is pre-made, easy to understand,
easy to apply.

The alternative to this is to state explicitly that OSM has a license
to the data. This is similar to the agreement that exists between OSM
and Bing, which lets OSM use the Bing imagery.

Though the mechanisms involved will differ, both are "future proof".

CC0 is the ideal model for municipal data. It's simple- easy to
understand and lets everyone use the data.

The second option is possible, but I'd say that CC0 is a better option.

We could also deal with it later, as has been suggested, but then we
will need to deal with a number of variables we can't account for,
like who will be in what political position in 5, 10 years down the
road.
