My intention on writing this is to allow someone to continue where I left off. 
This was a project I attempted to undertake more than a year ago, but I 
eventually gave up due to my lack of confidence in myself to handle this 
properly (due to my lack of competence).

Here is the response that I've received:

I have not verified this, but the dataset was most-likely updated since I last 
bothered to work on this, especially since in a later email she said that the 
"open data version of the building footprints should be fixed by the beginning 
of June."

Anyway, I would love to see someone else be able to finish what I started. The 
licensing has been cleared. The data is available right there to download. All 
that's left to do is for someone to download the data and upload it OSM!
