Really? Is this stated anywhere? How does it relate to amenity=prison? Or to highway=service, service=driveway, access=private? Or to place=suburb (for all kind of bigger settlement parts, regardless whether they are "urb"(an) or "sub-urb"(an). I agree that these are exceptions and that it would be desirable that tags made sense in English, but as "place=suburb" is a poor choice that we keep due to historic reasons, it is not astonishing that this also spreads further into tags like addr:suburb.
