Yes, it does change.

And Praha 3 is not postal distict. Praha 3 is something like OSM’s suburb.

It has nothing to do with post. It is related to self-governanace of the city.

 

Žižkov and Vinohrady are in my terms boroughs.

I am not able to find the definition of tehm.

It seems tat they are just based as a list of parcels and houes

so there will be no polygon based border possible.

 

Praha 3 on the other hand could be a polygon.

yes, sure, the question was if it changes within the same postcode (e.g. 130 
00) and the same postal district (e.g. here Praha 3). By looking at your 
examples it doesn't seem to be the case.
