Back to this once again.
Progress from last time:
* All ways are now marked boundary=administrative, admin_level=<#> (it
is still on the relations, so it is now duplicated)
* Wiki page is now created at
https://wiki.openstreetmap.org/wiki/Vermont_Towns_Import and added to
the import catalog. I threw it together rather quickly, so there's
information in this mailing list thread that isn't on the page.
As far as I can tell that addresses all the comments from previously.
