the boundaries from Lake Champlain south are from TIGER.
they replaced older boundaries derived from a USGS set.

be aware that the TIGER derived State boundaries are shared with
TIGER derived New York County, Town, Village, & City boundaries.
you will need to discuss what you are going to do about that as well.
i recall that there are Vermont county subdivision boundaries along
the west boundary of VT, i saw them when i was updating the NY
boundaries a month or so back.

north of Lake Champlain, i'm not sure what the NY/VT border
situation is. there is a goal of eventually adding/updating the
TIGER derived admin boundaries in that part of NY, but we
haven't gotten there yet.
