Oh, that makes sense - thanks for the explanation. So the idea is to
never let known issues into the main dataset in the first place.
Today I found the Conflation plugin for JOSM - I think this will achieve
the above goal by providing tools to automatically merge address points
with existing data in a clean way. Wiki update to come soon - I'll let
this list know when I've got a revised plan.

While it certainly is a concern that the project might be abandoned,
the concern goes beyond that. The data in OSM is "live", anyone can
grab a copy at any time. Someone could grab a copy while the
duplicates exist (even if they only exist for a short time), and they
will probably not be aware of your project, and thus unbeknownst to
them, they will have bad (duplicate) data. Further, they may not have
plans to update that data frequently, or ever.
