As a person who deals with a lot of field collected data, not all of it has to go in OSM. :-) I also deal with water point data, although ours primarily comes from ODK. When it comes to data imports, sometimes the best thing to do is do the import in phases. Any tag that doesn't exist, or a value may need discussion on the tagging list, put it off for awhile. Just having some data on water points is really useful. Don't get too hung up in the deep obscure details. You can always add more detail later. I'm made my own mistakes like this and had to clean it up.

The pump:system does not exit in osm. It us a new tag. People that collected this data have validated their data and unfortunately I am not going into it to re-engineer it based on what feels and what doesn't.
I also have to deal with other organizations data models on water points. Like I mentioned, not everything has to go in OSM. Some of those details are only meaningful to the project funders. I haven't looked at your files, others have been doing a great job there.

I think the point is people are trying to *not need* to do the field data collection anytime soon. Believe me, field data collection is a lot of time consuming work. Or a cleanup after your import, or having your changesets reverted.
