It not an advice nor mandatory.
it's a improvement to allow user to have their own osm account via Oauth
it would also encourage/facilitate those users to create a missing object (osm doesn't have all the routes or other objects you need)

since your data is based on osm, your case is close to wheelmap

it have a user to send anonymous user data. obviously it's even better if the 
users have the possibility to use an osm account, this allows you to 
communicate with them.

if this principle suits you, i think it's enough to check the data you have and 
the correspondence with the right tags. ideally (or obligatorily according to 
your terms of use) you should ask the users for their agreement to the use of 
the licence, at least if the data doesn't belong to you
