I'm also a small isp in France, and I've been using IMS for 8 years, it has carried over millions of mails (and billions spams)
Since then I've run other mail servers on linux platforms, but the IMS server is still here.
 
It is simple and easy to use, and well integrated with NT or Windows 2000 user list
 
There are talented programmers who still maintain the necessary pieces of the puzzle.
 
The only difficulty is that you will have to go pick here and there excellent and necessary complement software, (such as antirelay, antispam, etc)
 
There were discussions a few months ago to set up a repository where we could find everything in one place, but it has not been done yet. 
 
I have not experienced other mail servers on windows platforms
 
Whatever your final choice is, I would be interested to know what you decided
