Is the service in control panel | services? If you start it from there, does it give you any messages (NT error number)? Can you see it in the task manager? Is there anything in the event log? In the inlog directory, is there a D1040xxx.log file? What said "service not available"? google and altavista dont turn up any instances of this as an nt4 message.
