Alfredo,

        I use the following file:  "Restart Procedure for SMTPRCV.CMD"
Sometimes I have to execute twice, but it always works.  I also included
SMTPDS and POP3 which are currently rem'ed out (as I find they do not need
to be restarted), but you can activate, if you need to.

ECHO  Killing SMTPRCV Service...
KILL SMTPRCV.EXE -F
rem KILL SMTPDS.EXE -F
rem KILL POP3S.EXE -F
:TRYAGAIN
CLS
ECHO  Waiting for SMTPrcv threads to stop...
TLIST -p SMTPRCV
IF ERRORLEVEL -1 GOTO Restart
GOTO TRYAGAIN
:Restart
CLS
ECHO Restarting SMTPRCV
net start "mms smtprcv service"
rem net start "
:Done
ECHO Completed.

I find that the free ProcessExplorer from sysinternals.com will kill 
the stalled SMTPRcv when nothing else does, no reboot necessary.
