With regard to design work being done quietly... If waiting for a
design to go public isn't to one's liking, regardless of whether it's
originating inside or outside Sun, the ARC process empowers anyone to
submit a design of their own for the same functionality. In theory (I
think) the review process is supposed to be totally agnostic with
regard to proposal origin and timing (first come first served), so that
helps level the playing field somewhat I think.
