Formal size is A3 and is acceptable to all herbaria across the world.
But I would not request you to encourage students to make herbarium
vouchers unless someone is doing PhD. The better way would be to teach
them how to study voucher specimens. At the same time, also teach them
how to make field observations, illustrations of their observations.
You can use the sheet yourself as you are working on Flora of Haryana.

I remember when I took the students of the famous Woodstock school at
Mussorie. I told them to go into the forests and make observations.
Dont bring anything. I know you know ecology (they were on ecology
tour), but bring me something which is your personal observation. No
data matrix and no measurements. JUST OBSERVE AND TELL ME HOW AND WHAT
YOU OBSERVED AND WHAT YOU UNDERSTOOD OF IT.
Interestingly my group did very good. One of the best observation was
made my one of the girls. She said that the area where her plot was
laid, had very good, undisturbed soil and there was no soil pollution
due to usage of chemicals by the farmers or any other sources. I was
surprised, by her observation and asked her curious, "how did you make
that out?". She said, she dig soil with her hands, she could do it
with her hands which itself is a good sign and where ever she did, she
found earthworms!!!
It was such a great observation, which no one teaches in the books!!
