+1. Was wondering why users of the Bangla script were not speaking up. I did get
that the character was specific to Assamese. Obviously, the OP wants to use the 
character in some other way.

I think OP should come up with the info Runa is asking for - if properly 
supported,
this might be a pointer to reed for a character to be encoded. But, please, 
first, 
come up with a proper justification.
