Honestly, this is starting to feel like talking to a wall. I really think you ought to go ahead to Unicode (with the relevant validation and through proper channels) and make a case for a separate Shriharsha script chart. If there was any ancient connection between the Shriharsha and Bangla scripts, it has long since been lost to merit one now. If anyone is interested feel free to read Nathaniel Halhead's Bengali Grammar book (from 1778)[1] where he clearly explains how both variations of the Bengali BA are used and also shows the ancient and modern glyphs for RA.
