The Ra from Assamese language is actually defined in Bangla charts in the 
unicode standards; since Bangla is the script used by the Assamese language. 

Please notice the difference between _script_ and _language_.

Also, it is recognised (among Sanskrit knowing people) to use any convenient
script for writing Sanskrit. 

The the most popular being ISKON, which publishes Bhagwad Gita in Latin script.

Errr... if you do not get it - you are reading the Latin script right now. 

So, most of Indic scripts have strange characters* (strange from the point of 
view 
of people who normally use  the language normally written using that script); 
these
exist for transcription of other (mostly Sanskrit). 

This probably explains the fear expressed by some that satisfying  this 
particular 
requirement will corrupt the Bangla script / Bengali language. 


(* VOCALIC LLA in any Indic script is mostly used for trasncription; it is 
actually 
   the South Indian tongue twister pronounced "ZHA" by we Southies).
