Pre 3.4, your building 1 folks are screwed.  They lose quorum and the
whole ball of wax.  In 3.4 they will get read-only access to the databases
and any volumes on the server they can reach.

If your intra-campus network is that unreliable, AFS's fault tolerance
will not solve your basic problem: if your are losing your interbuilding
links frequently, you need to look at the quality of your network
infrastructure (or the people operating it.)
