Andy somewhat overstates the magnitude of the problem.
In AFS 3.1, 3.2, and 3.3, the VL server will return location data even
if it does not have a quorum (as long as it has a valid database).  The
problem which the list has been going on at length about, is that the
new RPC added to the PT server (in 3.3) to support IP-addresses on ACLs
did not permit returning data without quorum.  The result is that if a
fileserver is forced to contact the ptserver for that information (on
behalf of a user), that user will be unable to access data on that
fileserver. 

In AFS 3.3, if you lose quorum, these will fail:
 - access to files stored on a fileserver which the user has not 
   contacted at least 25 hours prior to the loss of quorum.
 - hence, new login sessions will fail (assuming that at least 
   home directories are in AFS)

This *may* fail:
 - access to files stored on a fileserver which the user has not 
   contacted at least 1 hour prior to the loss of quorum.

Of course, this is not optimal, but it's hardly losing "the whole ball
of wax."
