I think you're thinking of the number of entries on an ACL.  There's a
recommended limit on the size of an AFS group (5000 entries) because pts
membership won't display more entries than that, but we've created groups
here with tens of thousands of users in them in testing and they do work.
We were seeing some odd slowness when putting them on ACLs, IIRC, and
decided not to actually use those groups for anything, though, so sticking
with the 5000 entry limit is probably a good idea.
