There is a much easier way to do this.  First, make copies of all the
files, and replace the tabs with spaces (i.e. use EMACS to "untabify"
them).  Then, put 

'\" t
.TH SCP 1
.SH NAME
scp \- Some Cool Program
.TS
l.

at the top of the file, and

.TE

at the bottom.  This sends everything through tbl first, and tells tbl
to format everything (almost exactly) as it sees it.  Furthermore,
modify the .TH and .SH commands to be appropriate for each man page so
that makewhatis and apropos will work as usual.  Should work with
most if not all versions of man.

If your version doesn't support this, get Tom Christianson's Perl
version of man; highly recommended.
