You must not define "here" to include other organizations on your own 
campus, because we certainly know how to do backups over here in 
eos.ncsu.edu. :-)

Sounds like you didn't create the backup server (buserver) on your database
server(s).  See your handy AFS Installation Guide for the how-to.
