I agree that the problems for administrators posed by groups within
groups can be a mess but it would be the job of the administrator to
maintain control.  I have a group which I would like to contain a group
that someone else controls.  I understand the risk but I also trust the
other group's owner.  Yet everytime he makes a change in his group, I
need to also change my group.

One solution might be to have an additional switch in the "pts
creategroup" command which will allow groups to be added to the new
group (i.e. -groups).  The default would be as it is now, with no groups
allowed.
I'm sure this will take some effort to implement but would add more
flexibility than currently exists.
