Please don't try to contrive various administrative control problems
and try to solve them by implementing restrictions.
Any restrictions you decide from your experience will undoubtedly
not fit our site. The current permissions on pt groups now is fine.
I believe that the use of groups within groups will
be greater at larger sites if you do not raise the limit on the
number of entries that a single pt group can have. Addressing this problem
at the same time would go hand-in-hand (from a functionalty point of
view) with groups within groups.
