Pierette's idea is *very* useful for strictly hierarchical setups.
However, what about groups of people working across departments? e.g. if
history and physics want to collaborate on time-travel, does history
create
history:phys
history:phys_time_scoop
history:phys_quantum_tunneling
etc. etc.?
The down side, of course, is the absolute nightmare this creates for
sys-admininistration
