This actually seems to be a software BUG.

DTR is one of those control signals that should float asserted, so
removing the plug should let output go through - and get lost.

This is why the normal ruse of testing if a parallel printer is on line -
write ten bytes or so, than wait an hour and interogate how many bytes
in the buffer, if more than 5 ask user to put printer on line - does not
work on serial printers. Thus if output blocks under hardware control
when there is no printer the line driver is broken.
