I believe it is static.
Normally, AFS Cache manager is started at boot time.
So, I expect that the cache size (determined in /usr/vice/etc/cachinfo)
to be "reserved" when "afsd -memcache" starts.
I guess your application using lots of RAM is started
by a user after login? In this case, I expect it gets what
has not already been allocated to the AFS RAM cache.
Perhaps, you could confirm this by testing your application?
