Well, images would do well as binary, but the 'unmergable' source will make
some troubles if tagged as binary (eg. CR/LF problem with Unix vs. Windows).

I would not go for that (yet) - it is complex to implement and might not
work 100%. I think that the significant improvement could be achieved by
relatively small change. Only need to provide the way to block the locking
for the files, and that the way to turn it on for 'some' files in 'some'
way. I would like to know about how do you see it done... 'cvslocks' file?
'cvswrappers'? ...?
