I simply think that the strick locks might find it's place after all these 
years... Lets think what to do with 'cvs admin -l'. I still think to 
completely remove it is not good, but to isolate it is a splendid one - 
everybody gain - concurent and locking models will be much themselfes... 
And, concurent would finally be on top! Then your "cvs edit -c" would come 
to serve for real!
