There's currently no global .cvsrc.  There's been discussion about it, but
AFAIK, noone has begun any work on it.  Personally, I would find it useful, but
we work around the issue using symlinks and copies (the global .cvsrc doesn't
change much anyway).

Is it possible to specify options global to the repository?

Instead of sending my .cvsrc to everybody or (oh horror!) putting it to
everybody's home directory (mis)using root permissions I would very much
prefer to check in CVSROOT/cvsrc or whatever name in might be.

I remember me seeing a CVS server that enforced specific options to diff.
But it may have been a hack.

Is there any way to manage options normally stored in ~/.cvsrc on
system-wide or repository-wide level?
