Some sites want to standardize what's in the .cvsrc (eg "checkout -P", "diff
-u", ...).
Ideally, it'd be great if the user can optionally override or extend the global
settings (perhaps if "cvs -F" were added to the .cvsrc file, it would mean
ignore the global settings?).
