If you do come up with a general solution, here's my wishlist:
1. The global .cvsrc is copied onto the client (assuming client/server CVS of
course) so that server contact isn't mandated.
2. By default, user .cvsrc files extend global .cvsrc settings.
3. There should be a way for users to override global .cvsrc settings.

I know this is just a request, but I think some others would like to see this as
well.
