Opening the tank and controlling the pump and nozzle are analogous to using CVS
commands.  They are not similar to having to set default settings.  The admin
should be the one to do this.  Perhaps a better analogy would be if the driver
had to adjust (ie configure) his tank upon getting a new car so as to be
prevented from filling up with diesel (assuming, of course, they shouldn't use
diesel).
