That's because the cvspserver port is 2401, not 4201. If telnet to port
2401 doesn't do exactly the same thing as telnet to cvspserver, then
cvspserver isn't defined the way you think it is.

That indicates that inetd is accepting the connection and then is unable
to start CVS or CVS exits immediately without printing anything.

It depends on whether the client is reading or writing when it discovers
that the server is gone.
What happens if you try to telnet in at this point instead of doing a
cvs login?
