Sorry if this sounds obvious, but you don't necessarily have to 
choose between a mailing list and an online forum: a publically 
archived mailing list has the advantage that people can search it, 
come and go as they please, without subscribing, while those who 
subscribe can get mail in their inboxes.  There are probably dozens 
of packages that provide this functionality, but one that I know of 
is called mailman; it's written in Python and is freely available. 
There's a link to it from http://www.python.org/.

As for a bug-tracking system, I think that's a better way to track 
bugs than a mailing list (although a good bug-tracking system can be 
set up so that bug reports are automatically emailed to someone with 
authority to deal with the particular problem being reported).
