default watch on newly added files

I'm pretty sure this was working at one point and I'm not sure exactly when it
broke (sometime before cvs-1.10.6), but the following will not turn watches on
for new-file:
     cvs watch on
     cvs add new-file
     cvs ci new-file

I'll be working on fixing this sometime in the next couple of weeks.
