This bug exists in the current CVS release. I can send you the (pre-beta) patch
I have if you want. I'm not sure if the patch fixes the client or the server.
I'll test for this as well.

I tried the following sequence and it works :
cvs add newfile
cvs watch on newfile (newfile attributes are not changed)
cvs commit (newfile is read-only)
I will see if we can upgrade our CVS.
Is it necessary to upgrade all clients, or the server only ?
