The sleep is necessary to ensure that any modification of a file will
result in a change to its timestamp.  It only happens when a cvs command
that set file timestamps is finished, and it only sleeps until one
second has passed since the last timestamp, so it doesn't have a
significant impact (and it may not even sleep at all).
