tag date/time

Is it possible to figure out the exact time a tag was applied to a project
in cvs?  (I parsed through a ,v file but didn't see a way to glean this
information.)

If not, do you know if such a feature is being planned for the future, or
who I would talk to if I wanted to contribute this feature?
