I don't believe the time that a tag was applied is stored in the history
file. I grepped through it manually, and I don't see any timestamps. I
tried the history command, and got a core dump (our history file is
huge!).
I checked the man pages, the faq, and the web, but I can't seem to find
any documentation on the history file format.
