You can use "cvs history" command to examine the activity on a
repository. This will show you checkouts and releases. However, if
developers are deleting their workspaces without releasing them then
this won't tell you very much.
It is not possible to determine if a user has modified a file until he
has checked it in unless you put edit watches on all the files. This
might do what you want.
