What can happen is a user can try to add a file or directory and have it end
up in CVSROOT/EmptyDir rather than where he wanted it. I think there was a
patch recently to prevent additions to EmptyDir, but I don't have it. When
this has happened here, I've just had to determine where the files should
really be put in the repository, then move them there.
It would be easy to handle this with a commitinfo script. I don't know why I
haven't done that yet.
I guess the answer to your question is that it is not a big problem, just a
place where there is a potential for some confusion.
