No, it would not. Those tags are not project tags -- they're private
developer tags. They don't really have anything to do with
reproducibility on the project scale of things, and they're mostly
irrelevant once a release boundary has been crossed (at least in terms
of the overall project history).
With a rename in the repo his changes are still marked in the
microscopic level where he would need them to roll back. In other words
normal "add/remove" renames would in fact complicate things much more
for such a developer! A repo rename keeps his life simple! ;-)
(in other words my rule of thumb about renames in the repository needs
to be refined to say "if there are no project tags on the file" ;-)
(even branches in the file might be irrelevant -- it really depends on
the purpose of the branch)
