Some of the usual answers to this are:
1. CVS is the _Concurrent_ Versioning System.  It
can't do what you want.
2. Take a look at the advisory locks patches available
on SourceForge under project RCVS.
3. Why do you want to do this?

Item 3 is the most important.  The solutions depend on
why you want locking.
