You'll need to ask someone familiar with WinCVS or create a patch for it yourself. If all WinCVS does is forward calls to a client CVS executable, then it shouldn't be too difficult to patch to add the "-c" flag to "edit". Also, if this is true, you'll still need to patch the client CVS executable the way you patched the server.
