If you configure notification of permanent failures then the template will
only be called if a permanent delivery failure hs occurred. also, whenever
you change settings you need to restart the POST Service.
BTW - a "permanent failure" is usually when the remote server responds with
a 5xx error upon the issuance of a RCPT (specification of a recipient).
